North Dade Amteur Radio club is just what the name says. A place for Hams from North Miami Dade to meet, share ideas, interest and experiences with other like minded HAM Operators. Everyone is welcome from the Tech to the Extra, there are no classes here. We meet on the air every Thursday @ 19:00 on Repeater 444.800 pl 94.8. We hope to get you in the log and later have a good ole Rag Chew!
NDARC Amateur Radio Club Constitution April 1, 2018
Preamble:
We, the undersigned, wishing to secure for ourselves the pleasures and benefits of an association of licensed ham operators and friends commonly interested in Amateur Radio in Miami Dade county, constitute ourselves the North Dade Amateur Radio Club and enact this constitution as our governing law.
Article I: Purpose:
The goals and purposes of the club shall be to:
- Encourage the participation of NDARC members in sharing, documenting, and preserving the rich history of the local radio clubs and in promoting growth and expansion of the NDARC.
• Encourage the development of amateur radio in Miami Dade County.
- Further the exchange of information and cooperation among members and community, to promote radio knowledge and individual operating efficiency, and to so conduct club programs and activities as to advance the general interest and welfare of Amateur Radio in Florida and in the United States.
- The establishment of an Amateur Radio Club callsign and network (Club repeater) to provide electronic communications in the event of disasters or other emergencies.
- Sec. 1.
Executive Committee:The Executive Committee shall consist of the two club founders (Michael P Ferguson K4HOR and Pedro “Pete” Reyes WB4DB), plus additional club members as selected and appointed by the Committee.
Sec. 2.
Voting Privileges: Members of the Executive Committee shall have voting privileges. By majority vote, the Executive Committee may also grant voting privileges to additional members.
Article III: Membership
All persons interested in Amateur Radio shall be eligible for membership. Membership shall be by application and election upon such terms as the club shall provide in its By-Laws. Membership may not be denied because of race, creed, color, religion, gender, sexual orientation, political affiliation, marital status or any other reason that would be biased or prejudicial.
Article IV: Officers
Sec. 1. The officers of the club shall be President, Vice-President, se.
Sec. 2. The officers of the club are selected by majority vote of the Executive Committee and serve until terminated by same.
Sec. 3. Officers may be removed by majority vote of the Executive Committee.
Sec. 4. Vacancies are to be filled by majority vote of the Executive Committee. Officers will serve until terminated by same. In order to hold an office an individual must be a member in good standing for at least one year and hold a valid Amateur Radio license.
Sec. 5. Officers may be removed from office for cause, upon written petition of six (6) or more members presented to the President or Vice President. After investigation the petition will be presented to the membership at the next regular meeting of the club and a voted on by the membership.
Article V: Duties of Officers
Sec. 1. The President (WB4DB) shall be responsible for the general health and welfare of the club and for observance of this Constitution and By-Laws, decide all questions of order; sign official documents adopted by the club, and perform all other duties of the President.
Sec. 2. The Trustee / Vice President (K4HOR) shall be responsible for maintaining the status of the club station license and for all correspondence with the Federal Communications Commission, sign official documents adopted by the club, and perform all other duties of the Trustee. He/she shall maintain close liaison with the local ARRL’s local ARES ® Emergency Coordinator to further club participation in the Amateur Radio Emergency Service. ®
Sec. 3. The Vice-President(s) shall assume all the duties of the President in his/her absence. In addition, he/she may organize club activities, plan and recommend contests for operating benefits, and advance club interest and activity as approved by the club.
Sec. 4. The Secretary (KM4EHL) shall keep a record of the proceedings of all meetings, keep a roll of members, submit membership applications, carry on all correspondence, read communications at each meeting, and mail written meeting notices to each member. At the expiration of his/her term he/she shall turn over all items belonging to the club to his/her successor.
Sec. 5. The Treasurer (KN4DHU) shall receive and receipt for all monies paid to the club; keep an accurate account of all monies received and expended; pay no bills without proper authorization (by the club or its officers constituting a business committee). At the end of each quarter he/she shall submit an itemized statement of disbursements and receipts. At the end of his/her term he/she shall turn over everything in his/her possession belonging to the club to his/her successor.
Article VI: Meetings
The By-Laws shall provide for regular and special meetings. At meetings, a minimum of two Executive Committee members shall constitute a quorum for the transaction of business.
Article VII: Dues
The club, by majority vote of those present at any regular meeting, may levy upon the general membership such dues or assessments as shall be deemed necessary for the business of the organization. Non-payment of such dues or assessments shall be cause for expulsion from the club within the discretion of the membership.
Until said vote, all expenses shall be borne by voluntary non-reimbursable actions of the Executive Committee members and the general membership.
Article VIII: Amendments
This Constitution or By-Laws may be amended or replaced by a majority vote of the Executive Committee. Proposals for amendments shall be submitted in writing to members of the Executive Committee, and shall be voted on by electronic conference or email.

By-Laws:
- Membership. Full membership is open to any and all licensed amateurs in the state of Florida. Associate membership is open to all other interested persons. Full membership includes all club privileges as well as rights to be appointed to the Executive Committee and to hold a club office. Associate membership includes all club privileges except for the right to hold office. Membership shall be by written or verbal application and by approval of the Executive Committee.
2. Meetings. Regular and Special meetings shall be scheduled by the Executive Committee. Notices shall be sent to voting members concerning meeting venues and the business to be transacted. Only such business as designated shall be transacted. Such notices shall be sent so that they arrive not less than 24 hours before the meeting. Meetings may be held electronically, by email, or in person.
3. Secretary-designate. It shall be the duty of the Secretary-designate to keep the constitution and by-laws of the club and have the same with him/her at every meeting. He/she shall note all amendments, changes and additions on the constitution and shall permit it to be consulted by members upon request. He/she shall be responsible for publishing club news to the general membership and for maintaining the club web pages.
4. Elections. Officer elections will be held annually at the regular November meeting. Officers will assume their elected office January 1 of the following year. Nomination Committee
The President will appoint a nomination committee six months prior to elections.
The committee will be charged with finding qualified candidates to run for office.
The committee will present a ballot to the president at the regular meeting one month prior to elections at which time the President will entertain a motion for nominations and to accept the ballot. The final ballot will be published and made available to all club members by email. The president will dissolve the nomination committee after the annual elections.
5. Voting. Voting will be done using paper ballots. Immediately after voting the ballots will be counted openly in front of the membership. Any candidate may request a recount of the ballots. In the case of an unopposed slate the President may entertain a motion for the Secretary to cast a single ballot.
6. Interference committee
This committee shall consist of five members (appointed by the club President). The committee shall direct investigation, invite proper inquires, establish technical facts and testimony and report its results to the club.
Article IX: Club call sign
The club may elect to apply for a club call sign as provided by FCC rules Part 97. The President shall assign trusteeship of the club call sign.The trustee shall:
Be a member of the club in good standing.Meet FCC requirements.
Not had his/her Radio Amateur licensed revoked or sanctioned at any time.
Article X: Dissolution of The Club
Section 1. Termination of Operations
In the event that the Board of Director votes that the Club should be dissolved the motion for dissolution must receive more than two thirds vote of the full membership to pass.
Section 2. Disposition of Assets
The Board of Directors shall handle the disbursement of all assets of the club. No member or group of members shall receive benefit from the assets. All equipment will be sold and net proceeds donated to a non-profit organization. All remaining cash will be donated to a non-profit organization.
